Thinking it through, you'd realize the flaws with requiring a comment to vote (up or down). Some include...

flooding a discussion with unnecessary and useless comments (mostly "+1"/"I agree"/"-1"/"lol"/"you're bad"/etc.)
the problem becomes exponential the more comments are made, destroying any actual conversation from occurring
you only feed the trolls by posting in reply to them to down vote then, meaning that if up votes are free troll posts will rise to the top instead of sinking to the bottom.
