Leaver/Queue dodging system

Has anybody else been feeling nothing but hate towards the new system? It seems to do nothing but punish players who experience technical difficulties due to Riot servers. I've literally played with seven different people who have afk'd, usually ragequit, and they don't get any low priority queues or any form of anything, I get booted from the servers because of some maintenance something and I get 5 minutes 5 times. I can't connect in champion select so I have to dodge, again due to Riot servers, and get more low priority queue.

I wish they'd possibly tweak the system a little, I don't and never will support people afking or leaving regardless of the situation, but this system seems hellbent on screwing with innocent people, trying to play the damn game. Having to wait forever splits me off from my friends and detracts GREATLY from the fun of such an awesome game, I'd appreciate some leniency for those of us who face technical difficulties. I'd love to hear thoughts on the system, maybe I'm just not seeing the benefits of having such a random system.
