I'm starting to wonder why item 3040 is an active... I feel like if they removed the mana cost and made the shield scale by level like Maw, it'd be more "fair." Although, due to the nature of mages and whatnot, I would make the shield slightly weaker than Maw but absorb both types of damage (not true and pure) rather than just magic.

The problem with that item is its really hard to get it if you are not playing a mage you can spam with .

They could have item 3070 act like a hexdrinker and item 3040 would act like Maw

Yes. Hexdrinker being auto proc'd holds much more value than its stats alone. I would love an ap version of hexdrinker. Zhonya's sucks so much on most ap champs
