Sale Token instead of Timed Sales

I would like to encourage Riot to give people some more freedom in what they get discounts on

Instead of saying "these new skins are only sale only at this time", could players get monthly "tokens" with a cap of maybe 2 or 3, which they can use in the shop d uring a purchase?

These new tokens could then be tied into future reward systems. For example, if you hit Mastery 5 (or 7?) on a champion, you get a special token for a discount on one of that champion's skins. Or during a community event, reaching a certain goal will give everyone a bonus token.
