Did they remove the spam filter on team chat?

I was in champion select and this guy just spammed one link 1000 times and it never stopped him, and then I tried spamming something and it didn't stop me like it used to? if you removed it riot can you please put it back?

the spam filter was removed everywhere for some reason in the latest patch.
