There's going to be 15 Project skins?

When interacting with the 'What do you fight for?' page a number (out of 15) is shown. I first chose 'TRUTH' and got 10/15, I reloaded the page and chose 'VENGEANCE' and got 13/15.

I didn't know there would be 15 skins!?

There aren't. There are 3 pages for each of the 3 new skins (for 9) and 1 page for each of the old skins (for 15 all together).
