What makes a fun stream for you to watch?

Is it gameplay? Is it streamers looks? Character? Shtick?

I'm looking to start streaming in my off time, and my ELO is low but my hopes are high.

Knowledge.

The streamers I watch (i.e. Huzzy, Scarra, Sickmotion, TheOddOne, Nightblue, WingsOfDeath) typically provide a significant amount of information about champions, match-ups, play-style, items and priorities during their commentary (among off-topic anecdotes). They provide valuable insight and experience about the game which helps me in my own play.

I like to watch people who are entertaining and funny. It keeps me watching and makes me like them as a person not a streamer (e.g Sky Williams, Imaqtpie, etc)

I like streams that interact with the chat & somewhat mechanically skilled! I enjoy watching qt, bjergsen...etc. I think there is a new streamer called fitzgamer, he's like unranked but I just love to watch his stream because he's funny and he always interacts with the chat.
