"I'v reformed, i'm basically invincible now"

Had a guy say that to me last game after being incredibly toxic for absolutely no reason at all (we won the game and he was still toxic). What does he mean by that? do reformed players get a free pass from reports? He literally said "I dare you to report me p*ssy"
