Because casters are gated by cooldowns and mana, autoattackers are not. Also Lifesteal is far more effective than Spellvamp and when used with some MR is decent enough against reflect. Spellvamp is so terrible right now it would never help you against the reflect.
No. There's no reason... this would become league of Thornmail Glade Mirror... everyone would build them... so people would be incented to build dmg, but not TOO Much or they'd delete themselves. Doesn't make a lot of sense. Thorn mail makes it so fed AA's can't just romp people unforgivably. Any AP mage has to blow their load to delete someone and then have mana cost / cd's.

Riot's said no to this before.
The main problem is that SV is much less available than LS, so burst casters end up instanuking themselves with no other real option. Which sort of defeats the whole point of having glass cannon mages. There's no interactivity to it, they just take a massive chunk of damage every time they unload a spell rotation on you.
And SV is kept unavailable because burst casters who can massively burst heal themselves at the same time are really obnoxious.
