Why is tribunal always in recess now? What's up?

Tribunal's been down for months. It started with a bug that caused it to build cases more slowly than it should, and has snowballed into a massive maintenance and upgrade. They're working on getting it back up, but no real ETA yet.

It was gone for the better part of season 4. I started playing late season 3 and I noticed a huge swing in toxicity when the tribunal went down, going from a troll every 15-20 games to it being a surprise if we don't have a troll/flamer every game. Season 5 should hopefully be better.
