Should the report function change?

I basically have just had a game, I was Lux support and with Twitch ADC against Braum and Fortune. Within the first 10 minutes of the game Twitch dies 4 times and I ask him to farm. At first he doesn't say anything. He dies again and I beg him to farm since its only making it worse for everyone the stronger Fortune gets. He gets pissed off at me and downright tells me he will continue doing what he is doing, also it wasn't just me that asked, our mid and jng even asked him to be passive and farm. I will admit I got a lot more aggressive with him afterwords since it was clear being nice wasn't going to work, but nothing that was considered bad, even by the oversensitive type. I just told him then you are feeding and asked again to calm down since he is getting mad he is dying so much but he is the reason he is dying so fast and yet faster. Suffice to say the game ends with us losing and at the end, and I know several people reported the guy since even the enemy knew what was going on, but I end up getting a report as well for negative attitude and it is clear as day it was solely as an act of revenge by the guy.

I am hardly worried about it since I rarely get reported compared to the amount of games I play so I could care less about it since I know I am not in trouble, but the thing the bothers me is the fact someone can revenge or troll report someone and that is no less powerful as a legit report. Shouldn't they change the report option to be something a little better or is it just me? As it is right now, all you click is 2 buttons and you are done, most games make you fill out an actual page on what they did, give details among other things before you can report something. That would also remove the dumb reports where people get mad when anything other than praise is said to them. While I understand saying someone sucks straight at them is mean and uncalled for, but when someone is doing bad and you are trying your best and kindest to give advice so they stop being bad and due to it not being the praise they want, they can report it is silly. With a real report system, even a computer would laugh at you if you had to actually type something like that.

Hell, I have played a game in the past where if you made a report and it was reviewed and it was either false or overexaggerated(namely if it said someone was harrassing them but in reality all the other person said was advice) They removed your ability to report after a few warnings. They made it clear that if you can't make a real report, that they didn't want you having it since as far as they are concerned, you are abusing it. While I wouldn't think such would work here, that system was damn effective at making the report happy people not be a factor. While people may not agree with my view, reports should be used for actual reportworthy things. Being cursed at, legitly insulted, not working with your team and such, not he said something I don't like. I prime example I would use is Twitch from my story earlier. While it wouldn't have been bad if he at least attempted to listen to the group but still did bad, but he downright ignored and fought against the team and he was the sole reason we lost, ending with a score of like 4/18, massively feeding the enemy adc, jng and even their top to unbeatable levels. He was indeed deserved the blame but since it wasn't something he liked he reports when no one was rude to him and he had no ground to stand on.

TLDR: Should the report system be changed? As it is right now, you can revenge/troll report someone since reports take seconds to do. I personally feel that their should be a page you have to fill out to report someone, since it makes you put time into it and it would be a real report, not click 2 buttons and leave.
