Harsher punishments for dodging ARAM

I have been noticing it more than usual lately that when people try to trade and don't get what they want, they will dodge a game. It often gets annoying when for every ARAM, there is 3 dodges prior to it. And I would love to say I am exaggerating but sadly haven't been so lucky.

Can the dodge punishment for ARAM be more painful? It seems 15 minutes even for a first offense isn't enough to stop people from doing it. Its called random for a reason, so people should suck it up if they don't get what they want, if they skip, they should be punished harshly, like 30mins first offense or even up to an hour.
