Can Viegar be removed from ARAM options?

Just had one in an ARAM and it wasn't so much him being Viegar that upsetted me, he is meant to blow people up, fair enough. Its that his cage was basically a I WIN button since its so low cd and how big the thing is, his cage literally covers 60% of the entire lane. Closest comparison to him is Annie's stun with Tibbers, and even that doesn't cover that huge an area and its on an ult. No matter what you did he could place at least 1 cage down before dying and it always would either force us to be passive or downright lose the teamfight. Mark won't do anything since it stuns when you go in on him, not to mention he could cage at least twice if not more for every Mark cd.

Can he be removed from ARAM? I get the gamemode isn't about balance but even that is too much.

ofc theres more broken ones, but guess what, its ARAM, you dont see these champions all the time. and ofc, they have definite counters as well.

TL;DR its aram, you got a bad champion(s), that doesn't make whatever beat you OMG OP OP NERF NERF.

I think that OP is being a whiner, but I actually think he is on to something. I don't think anyone should be removed from ARAM, that would just be silly. However, there are a few guys I simply don't enjoy playing in an ARAM. What about a personalized version of banning specifically for ARAM? Something along the lines of choosing 3 champs via your profile page as excluded from your possible ARAM pulls. You simply won't get those champs when you play ARAM, and you can change them at will. However, on the flip side, you can't trade champs with someone who has one of the three.

Veigar is op on ARAM? Not really, dodge his E and just make him explode because he just wasted his only stun and got focused by 5 people.
