Evaluating my life and thinking a bout things that need to change or go, and I think quitting League may be a part of that.
I am wondering if Riot offers any refunds, do you require the account to be shut down, etc.

Unfortunately, we do not offer full or partial refunds for deleted accounts.

I assume you're talking about left over RP on your account? In which case they don't. It's a bit like buying phone credit without a contract. If you buy a months worth of phone credit and activate it. Even if you decide you don't want that phone anymore you can't get it refunded.
