With free to play champs there should be weekly banned champs
This way in normals people can see more variety of play rather than whatever everyone is spamming in ranked this month.

I don't think it's a good idea.
Even though there are over 100 champions, many ppl tend to stick to a few champions. Not allowing them to play them is like giving them a punition. What if a guy only plays a single champion because he wants it that way and has all the skin on that champion. Wouldn't you feel a little bit angered when that champion is banned for absolutely no reason?
Free champs per week allows new players to try them before buying them. Banned champions per week doesn't do much. Especially in rank games there are already 6 banned champions per match
