Why don't you change the honour system to a sort of tiered badge thing.

Sort of like the champion mastery. 50 honours in 1 catergory gets you tier 1, 100 gets you tier 2, etc, etc it would probably make honouring better since no one honours at a rate even close enough to give someone an honour badge anymore.
