I really don't get why people don't understand the Veigar changes (nerfs)
He obviously isn't allowed to be viable since he doesn't make #LC$BIGPLAY$.

I can't tell if your trolling or if you truly are this ignorant.
They took a perfectly balanced champ and nerfed all of his abilities. There is no other explanation.
he is the most broken champ in the game even with the nerfs he can still one shot people with 0 counter-play that is the whole reason they removed dfg but still leave him broken
If you think Veigar is the most broken champ in League, you should probably try to play the game lol.
Guys he wasn't actually saying that Veigar needed to be nerfed
Lol, I really hope people don't think that I was....I have more faith in the community intelligence than that xD
Did you look at what they're changing? Now, his Q will BOUNCE and still deal the same damage. Even more, it can give 2X the AP if it kills both things it hits. That's a buff right there.
Yeah, they nerfed his torture zone a bit, but then, if done right it would be an instant stun, for up to 3 seconds. It was some needed change, some experimenting. None of these changes are permanent.
It doesn't bounce, it just doesn't stop after first person hit. That is pretty situational for getting stacks early game when you don't do much damage
That "tortune zone" was the only thing stopping champions like
from blowing Veigar up. Now any champion with mobility can easily dodge the stun if they can reaction within 3/4 of a second
If you don't land that stun you are highly unlikely to hit your q without sticking your neck out
W is impossible to land without getting your stun on them as it is, no questions asked. Nerfing the ability to hit the stun is a direct nerf to his W
What does Veigar care about? Single target nukes. That is all anyone who plays him wants to be about, all he is right now. Is a 2 shot Q going to help him single target nuke more, help his dueling, or prevent him from being blown up by assassins? Hell no it won't. All it does it does is add a +1 to your lategame waveclear. Sure that can also mean an occasional +1 to your AP, but still. Not much.
Let me outline the problems I'm finding with your list. First off, his Q will work like MF's Double-Up, which means BOUNCE. Yes, it will be very situational but it opens up options.
Zed, Fizz, LeBlanc, and several other champs can all get out of his torture zone mostly without penalty if EVER you didn't know how to land the stun just right.
What about taking risks, eh? I play aggressively, which is why I usually jungle. I'm always ganking, trying to trade/outtrade, trying to learn my opponents style. I'm most frustrated in lanes where people just sit and wait, and wait, and wait, until I get bored and start trading without reason/under turret or I get too comfortable and get ganked. It's a legitimate strategy, and it frustrates me.
W isn't impossible to land, it's a skillshot and like all skillshots it's part lining it up, part tricking your enemy.
Lastly, I honestly have no idea how it'll affect Veigar, since I don't have PBE access, but I can only judge that it's healthier for him so far seeing as how it hasn't been taken down or reverted on the PBE.
Where the hell did they say it would be changed to bounce?
This is the exact phrasing of the way SmashGizmo wrote it:
"Changed to a skill shot that stops on the second unit hit"
If you don't source where Riot clearly said "Bounce" I'm calling bullshit.
W is not like a skillshot. The amount of time it takes for it to channel is 1.2 seconds, a huge amount of reaction time, and it covers very little ground.
Zed, Fizz, LeBlanc, and several other champs can all get out of his torture zone mostly without penalty if EVER you didn't know how to land the stun just right.
That's exactly what I meant. As of right now if you hit them just right on the edge you can stun then and manage to beat them. Oops, did you accidentally put them in the middle? They either TP out or wait and then dash away and destroy you.
That being said, if this PBE patch goes through to Live then that mobile assassin you are against has a huge window to escape the stun no matter where you place it

If you think you should be taking "risks" as veigar and you don't like not doing so because it "frustrates" you, then I don't know what to say. Champions like Nasus, Veigar, and Tristana have shitty early laning phases, but Riot puts one good basic ability in them to prevent good early game champions to kill them (Nasus's passive lifesteal, Tristana's jump, Veigar's stun). They are not meant to stick their necks out and feed free kills.
You basically just said "champions who are not good laning phase should take risks and get killed because them playing passive and not wanting to die frustrates me"
Also note: all of your comments on this thread have been downvoted multiple times
I don't give two shits if my comments get downvoted because people don't have the same opinion or the same knowledge I do. LOOK AT THE PBE NOTES. You want me to cite my source, there it is. This isn't English Lit 301, and the info is EASILY found. And they aren't finished with Veigar, they want to keep his identity as a single target nuke, but they (Riot) would need to rework him from the ground up effectively.
Also, I never said ""champions who are not good laning phase should take risks and get killed." I was making the comment, that REGARDLESS OF WHO I PLAY, I play aggressive because at some point I realized that Player vs Minions/Towers is boring to me. I'm sure other people get their kick out of playing like that, and I'm not gonna tell them "No, don't do that." Play however you feel like. But half of the fun is in making plays, taking risks, and going out of routine.
My entire point in commenting was, wait until it comes out, but it's look for more to come.
Also note: I'm at net 0 throughout this entire thread. Yes, I am mocking you because you somehow feel the need to remind me that the downvotes on a thread that is lost in the sea of posts with very few comments, or views is somehow meaningful AND significant. Almost arguments boil down to "No, my opinion is right." Very few are ever dictated and judged by facts. This one has been proven to be the same.
I just hopped on the PBE to check, it does not bounce. Tested multiple cases where minions were close to each other, it does not bounce in any shape or form.
I do not have any recording software but i took a screenshot of the in-game new tool-tip for his Q and it does not say "bounce" anywhere there

I am very confused at this point, is it supposed to bounce or not?
Where did they say it was going to bounce?
Just please since it's so easy just link me wherever they said it if it's so easy a stupid person like me can't find it.
I'm not trying to argue with you at this point I just want to see a source.
No, his Q doesn't bounce. Nor are there really 2 minions right in line with each other that both have really low health. So not 2x AP either. There was plenty of counterplay to Veigar, hence why he wasn't picked.
You didn't read the PBE notes then, OR my comment. It's GOING to bounce, as in when they change him. And there can be 2 minions with low health because you (theoretical, person non-specific you) set it up or the minions set it up, or however it plays out. Not gonna argue the counterplay though, since he does have that in spades.
