If the Institute of War is no longer canon

Doesn't that mean that Sona isn't a mute anymore? She would communicate with her Summoner using special communication magic (telepathy) which could only be heard by the Summoner.

If Summoners & Institute of War no longer exist, then how is she speaking / using telepathy? not to mention her selecting Quote uses the word "Summoner" rofl
