Why Do You Get Punished For DCing A Game?
It's completely out of your control and you can't do anything about it. I dced from a game with 1 FPS and 4000 ms so I restarted LoL and now I get a 20 minute queue time.

Just because it isn't directly your fault doesn't mean it isn't ruining games for everyone else. Long story short, you need to do your best to prevent it. If a person's power or internet or computer shuts off frequently enough to get punished, they need to do something to prevent it or avoid playing during the times that happens, or just not play.
If there was no punishment for it, not only would people not bother trying to fix these problems, many would abuse it and leave whenever they wanted.
Because leaving is against the rules, obviously.
You typically don't get punished if you don't leave multiple times. Once every now and then won't get you punished
