PSA: build anti-tank items plz
So in game, the opposing team has 2.5 tanks consisting of shyv, sej, and thresh. Our ADC's build consist of IE, Shiv, and BT. Of course you are going to die and not kill anything.

IE is good, as is Shiv/PD. But 
is usually the better third item over BT. Then I'd go with 
if they're stacking HP.
I usually go IE->BorK for decent damage and sustain. Then I go for anti-armor like LW, but I think BC may be viable on ADC.
It is actually a tough decision now. I think that the IE has to be a later game item in the tank meta. Life steal NEEDS to be a priority, and Last whisper has to be acquired as, at latest, the third item.
With tanks being able to build tanky so quickly, ADC's need the life steal to survive having a tank sit on them in a fight. The attack speed is something an ADC needs regardless of the other items and can't really be skipped.
The ONLY anti-tank items an adc can build are bork and last whisper. That being said, Blood thirster gives a lot of benefits over bork for a lot of ADC's, so Botrk might not always be the item to get (even against health stackers).
I think the mistake of IE, Shiv/phantom, BT, is because getting the LW is coming to late (im assuming you are also dropping 1000 gold on boots at some point here). With boots, the total cost of this is 10800. Thats a lot of money to spend on no penetration. You gotta drop the IE or the Bloodthirster as 3rd item, and personally I see the shield and lifesteal from BT being better at keeping the ADC alive in this tank meta. Get the IE later of course.
