When they say a skin/champion will be released during a patch, that can mean on launch, a few minutes after launch, or a few minutes before the next patch and anywhere inbetween.

They really should have released her along with the sand theme skins. I know it's not apart of it, but making people wait this long unless there are changes happening to the skin, just doesn't seem right especially when they knew they'd released the Teemo skin soon after!
