I want to play at 60 FPS or higher on very high settings with everything turned on, I also have 130 dollars in my pocket.

You don't need much of a gpu, it's not a very demanding game. for $130, the best gpu you can get outside of buying used is probably a gtx 1050 ti. If you can't find one for that, a normal gtx 1050 would work.
