Best region from best to worst, soloq wise
I just want to know what is the best region so I can play on it, also, if it is not obtainable regularly, how I can play on it.

?!? Every region is more or less the same tbh.
Just because the Esports team are much different in skills, doesn't mean soloQ is the same.
Just play on NA. Any other region would screw your ping.
The region you live in would be the best region for you to play on. For skill wise most would argue Korea, but they all play with 8 ping and you playing on it from NA will have MUCH higher than your usual, which is probably higher than 8 to begin with. Otherwise it's the same game. If you want to play with better people, climb to a higher elo.
To play in another region, you would have to move there unless you like 120+ ping.
Best regions imo KR > EUW/NA > EUNE > other
The region you're playing on doesn't really matter unless you're the highest rank. You'll just end up in whatever elo scales up or down to it.
