Riot and their war on Account sharing and Elo boosting.

Its going about as good as the war on drugs (terribly). A person on my friends list was elo boosted from silver 4 to gold 5 and riot didn't notice. One of my friends has a smurf account that like different people play on. I have been in games where people have admitted to ELO boosting the account they are playing on and have been reported and not been banned. I feel like the only people who ever receive bans for Account sharing/ELO boosting are actually the people who are innocent.

Bonus Example: I had a draven on my team who had a challenger boarder from last season who had dropped all the way down to silver 2 this season and didn't even have cs past 100 at 20 minutes.
