Spectator Mode not available in Beta Client?

I thought for sure it had something to do with Replays being released in 6.23 but here we are (OCE is already on 6.23) and Spectator Mode is still not working. Can someone please explain what's going on?

I mean, I was cool with not being able to spectate games when I thought there was an actual reason, but now it just seems like Riot has dropped the ball. Item sets still nowhere to be found. Name change wasn't available up until a few days ago. Region transfers disabled. It's a coin toss whether or no I can add RP to my account on any given day. Can't add Bots to Custom Games anymore (meaning that I have to sit in a game with a) people power-levelling accounts with bots AND/OR b) tryhards going keen on bots and ending the game in 15 minutes).
