First time I've ever seen this guy, but it was on the LoL website, so I figure they accidentally leaked this splash art early.

Isn't that the old concept art for one of the scrapped champions? I know there was a Halloween skin for Summoners Rift way back that had 3 champion concepts buried in coffins in the corner, I could have sworn this was one of them. If I recall right, their ability icons were just placeholders cut from random places of the splash art.
