Hextech Crates.

Just wondering why i am getting champion shards for champions I already own. I have every single champion, so why are my crates that could contain skins instead giving me shards for characters I already have? Shouldn't there be some system where it detects that you have every single champion and therefore it will switch to unobtained skins for said champions?
