Why Do We Lose 7 Points For Dodging Ranked Queue?
If there is a troll you are certain will lose the lane why are we forced to stay with them?

You're not forced. Do the math, 7 points vs 20 points? Take the little hit instead of the big one and dodge. The system is in place so that trolls don't dodge constantly, or you just don't dodge because you get a team comp you don't like, or any other tiny reason. If you only dodge game you KNOW you'll lose, you can maintain better mmr and win far more points than you lost from the one or two dodges. If you're wanting to dodge so often that 7 points becomes a problem, then maybe you are the problem.
To prevent people from just dodgeing whenever they feel like it.
