So I have 100 k champion mastery with vel'koz and shortly after the update I noticed he felt weak. So any who I made a boards post and it got downvoted to oblivion and some people called me bad and such. So looks like Riot agreed with me haters :P

Vel’Koz’s update was meant to help solve his ‘spikes early but falls off’ power-curve by giving him meaningful scaling with ability power (and extra spicy lasers against researched targets). After a patch of careful research, it’s clear we didn’t go far enough to avoid VK’s drop-off, so we’re cranking up his scaling. Passive - Organic Deconstruction RATIO 0.4 ability power ⇒ 0.5 ability power R - Life Form Disintegration Ray RATIO 1.0 ability power ⇒ 1.25 ability power

From my perspective, Vel'Koz got stronger with this new rework. Additionally, there're other factors other than win rate that should influence a champions state of balance. The old vel had an average play rate of about 2% and after the rework, it doubled to 4% so that is part of the reason why his win rate decreased. Riot may be buffing vel, but it's only to make him easier for the other 2% that just started playing him at patch 6.9 and are too unskilled or lazy too apply his passive and research enemies. 600+k mastery points.

At least your main is getting buffed.

Mine is still sitting at the 3rd lowest winrate among mid laners.
