Tribunal was removed for a reason.
Statistics show that 1/3 of all league of legends players are barely neutral, leaning towards toxic. Riot doesn't want false judges, so they removed it and got 
to handle it instead.

they took it down because they said they have improvements on the way. lyte even said that it's coming back soon.
