Why is there no loss forgiven when they don't connect?

I just lost a game where I was 7/0/2 and my team was actually winning pretty easily but because our top laner didn't connect until 22 minutes into the game. How is this still a thing. If a person has 0 CS at 10 minutes, it should automatically give you a loss forgiven. If people try to abuse it, implement a system like the dodge system where X amount of afk's registered by your system would result in incremental bans until a perma-ban.

Loss Prevented is applied to matches that end while Compensation Mode is enabled. Compensation Mode is enabled when there is an issue on Riot's side of things. For more information about Loss Prevented, check out the Loss Prevented Riot Games Support article.

Quoted from Wuks

I thought Loss Forgiven would occur when team mates don't connect, but that just isn't the case.

This mode only activates when a large number of players are being impacted on a system-wide scale. We hit something we call "The Button" to activate it for the platform. Compensation Mode cannot be retroactively enabled or turned on for a player on an individual basis.

Unless it affects a massive amount of players at one time, it wont be turned on. shame shame.
