Joke n. a thing that someone says to cause amusement or laughter, especially a story with a funny punchline.
95% of these "jokes" do not qualify as causing amusement or laughter. Jokes are supposed to be funny. To a lesser extent: "If you have to explain the joke, there is no joke!"

The thing is, insults can be jokes. But theres a time and a place for that, and it isn't with random strangers. If you call your friend an idiot because he does something stupid that is very different then calling a stranger an idiot.
