Why do players get punished for their client freezing during champion select resulting in a dodge

Seriously if Riot is going to force players into the new client and get rid of the old one at least make it so when a bug occurs that causes a dodge or some sort of negative experiance that i don't then also get a 5 minute dodge penalty, just seems really stupid to be punished for a problem on the companies end.
