Except only make it available to players who don't get banned or have any chat restrictions. This would really encourage people to stay positive because every month they would get tailored discounts just for them and if they raged against their team they would lose out on this personalized deals.

More deals for positive players? Hmm, not a bad idea.

But they are, in a way, already going to do this. The crafting thing coming up won't be available to people currently under a restriction.
