Is irelia really considered balanced?

Thats all I want to ask, she seems to have an insanely strong early, mid and late game.

She's pretty weak and vulnerable early game. Her mid-game is average-strong while her late game is definitely strong.

inb4 she can 1v1 most top laners at level 1-3, then just gets stronger from there.

That depends on the champ she's playing against, how well the Irelia player is at her and well the opposing player is at the champ they're playing.
