Ban those players.

I was playing ranked and I was in promo, somebody who was 3rd pick said he was going mid, I told him to respect pick order and I picked Orianna, he didn't listen and instalocked Talon, I told my teammates to report him for not communicating but you know what they said? "Ori, who are u kidding he won't get banned, don't shit us" this made me angry because he has ruined game for many players. Is instalocking actually bannable? (I mean in ranked when your teammate already picked a laner)
