15 Minute Queue Penalty for 2nd Dodge In Over 2 Months... Why????

I haven't played since October and started playing again just recently and my 1st dodge, which was intentional, I got a 5 min queue penalty. My 1st dodge in over 2 months gets a penalty, which is already ridiculous. My second dodge was unintentional and caused because I didn't have time to click the lock button after last second picking. Now for my 2nd dodge in over 2 months I have a 15 min penalty. These weren't even ranked games. Last time I played in October you had to dodge 2 or 3 games a day before getting penalties, when did these new rules take effect and why? Especially with the bs "must lock in" crap that was just put in.
