New Leaver Timer
-Times = the amount of time that followed the time you left game. Multipled for chronic leaving.
-Times do not start until your next login attempt. The timer only ticks down while you are logged in. (no account hopping)

But really... Riot has already made the statement that they don't feel intent matters anymore... what more do you want? lol
The problem with this is someone could potentially just hop on a smurf anyways, and then log back into the other account and let the timer run down when they are done playing league (like while they are going to sleep or something)
I'd be a lot more concerned about the people getting screwed over by leavers. I would venture to say people with deeper pockets or who like the game enough to spend money are more reliable and don't leave games as much.
