Does any one else use AT&T and randomli spike from 30ms to 400ms?

I googled the problem and it seems like a common occurrence, but I'm unclear on the technospeak and wondered if any fellow Summoners had experience with this pile of bullshit.

ATT is shit tier as is Comcast... who are the only two providers I have to choose from. Colluding ISPs try their hardest to ensure there is no competition so they can pocket their profits instead of reinvesting some of it in their infrastructure. The bastards deserve every bit of regulation they get... and I'm usually against regulation.
