This is okay, but "gg ez" or any other smack-talk is not? What is the difference between calling someone a noob, and saying they were easy?

Because the first is an Emote, and if someone spams it, that's Riot's fault for making that Akali's Taunt. It also doesn't have the Psychological Impact because it's the Champion saying that, even if it's the player spamming it.

GG EZ is something Riot has never stated and implies that the entire game took very little effort, nullifying the GG and making you feel terrible.

Because Akali != people. If you know Akali is a champion who can say that, it isn't that bad. If somebody who just beat you says something not certified by Riot, it's a lot worse. Additionally, you can turn your sound off to stop listening to Akali. Turning chat off is a lot less productive.
