A while back, there were multiple accounts with usernames that were just random numbers and Idk who they were, but they were at the top of the NA ladder awhile back. Does anyone know who they were?

Those are (usually) temporary summoner names due to improper or offensive summoner names. That's the most likely reason for that. As for who, no clue.
