I dont play often, but I see some "Chaos Shards" that has a chance to get Soulstealer Vayne? What are the odds of that?

Insanely slim. I've watched multiple YouTube videos of people putting in $100+ dollars and never getting the skins, and of that $100, they snag on average about 4 purple gemstones, which isn't even half of what you need to make the skin.
