Should Young Ryze be made available again?

When it was a crappy King Rammus-tier skin, leaving it as a bragging right for people who played in beta was fine. Now that Young Ryze has a new splash and model, it feels like a waste of the skins team's hard work to have it unobtainable, ESPECIALLY considering that it's one of the few skins that are cannon in the lore.

OG owners can have a special emote/icon/border or whatever, like what was done with championship Riven. It's just such a shame that Ryze's best skin by far is essentially never seen.
