Teemo is the defintion of Anti-fun

He basically is just there to make it a 5v4, his lane opponent if melee cant do anything beside hug tower . it just makes the game really anti fun can there be any done to make him not the biggest toxic champion?

Learn how to counter him. Like EVERYONE ELSE bright enough!

And if you fear Teemo so much, then play a champion that can counter him like Pantheon .

well when you are first pick mid or top lane a lot and cant chose the bans and they always counter pick you then maybe ill try

It's called counterplay. You'll have to live with it. And if not against Teemo, the next day against a leblanc... The next day against a Fizz... Then Zed... And so on and on until people run out of things to complain.

There's always going to be disapointments in life, I for once rather take those disapointments and turn them into challenges.

If I play Teemo and am up against an enemy that I have no hopes to win? I don't just give up, I try to learn the enemy's moves and improve myself.

Now I even jungle as Teemo because it doesn't mean I'm up against a single laner or two, it means I'm up against EVERY person on the enemy team, so it helps me conquer my fears or leaving top lane due to bot and mid not being very viable for him (Unless you're supporting as him, then it's a maybe).
