He basically is just there to make it a 5v4, his lane opponent if melee cant do anything beside hug tower . it just makes the game really anti fun can there be any done to make him not the biggest toxic champion?

Learn how to counter him. Like EVERYONE ELSE bright enough!

And if you fear Teemo so much, then play a champion that can counter him like Pantheon .
