How do they pick free week champions?

I have been playing this game for a while and play the free week champs every week. I'm getting a lot of doubles (champs that I've already played on free week), yet there are A LOT of champs that I still haven't played. Why you put repeats on the free week rotation before putting champs that have not been on it in a long time?
