But she doesn't peel the banana's before she throws them, thus there are no peels yet. Until the banana skins are actually "peeled" off of the bananas, they are just skins and not peels.

This post is assuming Soraka throws a naked banana with each auto attack. And her passive is her sliding on her collection of banana peels to speed to her allies.

Why is that? Other than her amazing peeling abilities, she provides tons of utility to her Marksman and the team as a whole.

Bad experiences with Soraka. Almost every single one I've laned with has fed, or might as well have been AFK at the fountain picking their nose for how much they contributed to the laning phase. In my history with Soraka supports, they mostly get caught and die every 3 minutes where we lose the lane, or wander around in a circle while we're forced back and pressured at the tower where we lose the lane.

Edit: That said, I'd take her any day over Bard.

Well that makes me sad. I mean, a good Soraka can make a Katarina's life a living nightmare and turn fights around.... "I'm sorry, you wanted to jump into the middle of my team for a triple? Here's a silence for your trouble. Not moving? Have a snare for free! :D" Followed by the enemy has been slain announcement.

That said, I've seen some bad ones... like, they single-handedly fed both me and my ADC every time they stepped into lane, so I can see where your pain is coming from.
