It is really annoying problem when I get a ton of friend request from level 1 accounts for elo boosting, "free" RP, or whatever the scam of the day is. There is a really easy fix to this. Ban the IP address of anyone sending out that many friend request in a day. No normal person is going to do that. I am not sure why Riot hasn't addressed this issue. I'm also not sure why they don't ban bots lol.
This assumes the person spamming is using a Static IP address - if they ban the IP and it's dynamic, and they do this every day they could potentially ban hundreds of IP's and stop actual players from connecting if they happen to have the same IP.

Except IP bans don't work. They're too likely to ban genuine players by accident, and too unlikely to be effective against those they'd be intended for, because they're too easy to get around.

Probably because they do ban them. They just can't ban bot accounts as fast as they're made. Which is why they're trying alternate approaches, like disincentivizing making those accounts.
