End of Season Reward Skin Distribution Idea

As most people know, Victorious Skins are awarded to Gold+ players for the end of season rewards. Considering that not everyone can make it to gold end up missing out on skins they may want. My idea is to slightly alleviate that issue while still making victorious skins a reward that you 'earn'

as we get more seasons we will get more skins, so why not allow players to Choose from the currently released victorious skins. What if you never played season 1, why cant you pick Jarven, or Janna from Season 2, or Elise from season 3, or Morgana from season 4? This would make the skin more meaningful for newer players if the current season skin isn't for their role or on a champion they dont like/play.
