Why not auto forfeit when someone doesn't participate in a surrender vote. FASTER GAMES AMIRIGHT

Only if they block an individual from starting a forfeit back-to-back for 6 minutes (but another can still start it in 3), and if they minimize the surrender window so it's not so obstructive to make us move it off the screen.
Most of the time a failure to vote doesn't mean "I'm ok with surrendering or staying", it means "This window is pissing me off, stop spamming /ff".
