Name hoggers

I've been wanting to change my name for quite a while and as obvious most names are not available since League has a BIG community, but it really annoys me seeing these Lvl. 1~20 account name hoggers never even playing the game, just so they can sell their names off or so I've been told that's what most name hoggers do. And from what I've been told selling things related to League in general results in a ban.

So is there any way to detect these name hoggers and actually free the names for the people that will actually, you know.. USE them and not just sell them off to make a quick $40~50.

I've been seeing these peoples names and they are literally hogging the names for their self, a lvl 1~20 having a 300+ day wait time on it, yet never playing the whole season, basically only playing 1 game a month to keep their name from being taken from them, so they can make profit.

Can anything be done about this, it's really not right, and it disgusts me some league people are doing this.
